Skill: Soul Signet
Necro Soul Reaping Skill: Soul Signet. Elite.
1 sec cast time, 20 sec recharge, 0 energy cost.
While Soul Signet is equipped, any energy gained from soul reaping is stored in the signet, up to a maximum of 10..30. When Soul Signet is used, all stored energy goes into the energy bar, and 10% health is sacrificed. Player does not gain energy from soul reaping in the normal way whilst Soul Signet is equipped.
I think this will make Soul Reaping more useful for PvP characters. It might make a Necro primary a viable alternative to Elem primary for Energy purposes.

Sounds like quite an interesting idea, but i'd rather the amount of energy was toned down and the elite status removed.
Something like this probably would make soul reaping a bit more viable, as would any other skills for the soul reaping line.

It 'is' odd how one attribute just gets no skills at all, especially the primary one for that class. I love necros, but they just get no love from the devs at all.
Maybe in a future chapter it'll get its fair share of skills, and maybe an armor set that increases the energy gained through soul reaping, with a downside like a penalty to armor against cold damage (yay hydromancers!)

Well mesmers only have one elite skill which is the only fast casting skill. I agree, it's very well thought out, and you don't have to use it in your strategy if you don't want to. It's very balanced and I like it.

Sorry to be the uncool fool of the party but please explain to be why this would be needed so badly, they could just use blood is power or something on themselves i do believe (feel free to correct me if im wrong)... however i guess for the necomancer on the fly who needs energy right away this would be helpful so i can't see the harm of adding it

You must be thinking of Offering of Blood.
Currently only the Blood skill line has any energy management skills for the necro. If you think about it, does this make sense to you at all? Blood... as opposed to a line called SOUL REAPING.
Let's say that you wanted to make a necro who doesn't specialize in Blood. You're now forced to either invest in a secondary skill tree (i.e. Inspiration) or increase your Soul Reaping attribute and hope things keep dying in a timely manner if you want to manage your energy at all.
This is why many people consider Necros and Soul Reaping to be gimped.

I guess there's 2 different schools of thought being demonstrated here:
Yours is "well, you can just use X, why would you need Y?"
Mine is "Why is Y in the game when it's pretty useless? Let's make Y as good as X so that people can choose to use both X or Y."
More specifically tho, it's to make being a Necro primary more attractive, especially in PvP. Right now there's not a huge reason to use a necro primary. Compare that to E/R/W primaries, which are so good as to sometimes be used even when you're focusing on skills in your secondary. Eg. E/Mo smiter, taking a warrior for the armour (admittedly rare since a warrior has such lousy energy...), or the controversial R/W...
Mo's are too good in either role, Mesmer primaries are useful to support certain secondaries (Rezmers, Me/Necs...). But there's not as much reason to choose a Necro primary... unless you're going to concentrate on Necro....and even then you'd think twice, expecially in pvp.

Maybe soul reaping could be triggered also when a player's health goes < 20%? Maybe then it would be more useful?
Or just give us a better primary attribute like "Satanic Influence" that .... does something cool.
